ANTI-RAGGING COMMITTEE

ANTI-RAGGING POLICY

In compliance with the University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009

1. ANTI-RAGGING COMMITTEE

The Anti-Ragging Committee of the University is a statutory authority established to ensure a safe, respectful, and inclusive learning environment, free from any form of ragging. The Committee is chaired by the Head of the Institution and includes senior faculty members, representatives from the civil and police administration, members of the media, parents, and both fresher and senior student representatives. The presence of a diverse and multidisciplinary team ensures transparency, fairness, and effective implementation of anti-ragging measures across the campus.

2. ROLE OF THE ANTI-RAGGING COMMITTEE

The Committee plays a vital role in upholding the dignity and safety of every student. Its core responsibility is to prevent and address instances of ragging by enforcing UGC’s anti-ragging regulations, organizing sensitization programs, and ensuring that anti-ragging mechanisms such as squads and mentoring cells are functioning efficiently. The Committee is also responsible for fostering a campus culture built on trust, discipline, and peer respect through continuous awareness initiatives.

3. FUNCTIONS OF THE ANTI-RAGGING COMMITTEE

  • Monitor and identify areas of the campus vulnerable to ragging.
  • Ensure compliance with UGC anti-ragging guidelines.
  • Collect and verify anti-ragging affidavits from students and parents/guardians.
  • Coordinate with local police and administrative bodies in case of serious violations.
  • Conduct regular orientation programs and awareness campaigns.
  • Investigate complaints promptly and fairly, and recommend disciplinary action where necessary.
  • Maintain documentation and submit regular compliance reports to the UGC.

4. PUNISHMENTS FOR RAGGING

Ragging in any form is a punishable offense under the UGC Regulations, 2009, and relevant sections of the Indian Penal Code. Based on the severity of the misconduct, the following disciplinary actions may be taken, singular or in a combination thereof:

  • Withholding or withdrawing scholarship or fellowship and other benefits
  • Forfeiting campus placement opportunities or recommendations
  • Debarring from appearing in any test or examination or other evaluation process
  • Withholding of results
  • Debarring from representing NCU in any regional, national or international meet, tournament, youth festival etc.
  • Suspension from attending classes and academic privileges
  • Suspension or expulsion from the hostel
  • Cancellation of admission
  • Rustication from the university for a period ranging up to three years
  • Expulsion from the university and consequent debarring from admission to any other educational institution for a period of three years
  • Imposition of fine up to Rs 25000
  • Filing of an FIR and initiation of criminal proceedings as per applicable law

All cases are reviewed by the Committee with due diligence and sensitivity, ensuring adherence to principles of natural justice.
